Located at Barrowcliffe Place, next to the Puhinui Stream and Manukau town centre, this development is part of a broader effort to revitalise under-utilised land and deliver high-quality housing for local communities. A parcel of land no longer needed for the creation of the south-western motorway in Manukau was identified by Auckland Council’s development agency Eke Panuku as a prime site for urban renewal.

Woods was involved from the very beginning — starting with feasibility assessments and continuing through to design, consenting, and construction completion. Our multi-disciplinary team delivered civil engineering, land surveying, planning, architecture, and urban design services.

We managed the resource consent and preliminary design stages, prepared the detailed design for Engineering Plan Approval, and carried out construction monitoring. Woods also oversaw the Section 223 and 224(c) certification processes, ensuring subdivision compliance, service installation, and access delivery met all council and legal requirements.

The development includes over 300 homes — primarily two- to four-bedroom terraced houses — and six superlots earmarked for future mixed-use or higher-density residential development.

Key challenges

Transforming a brownfield site into a thriving residential neighbourhood required navigating a range of physical and procedural complexities. With a mix of public and private stakeholders involved — including council, developers, and housing providers — Woods had to coordinate a large, multi-stage delivery programme while responding to evolving design and compliance requirements.

Flexibility was essential. As the development progressed, changes in housing typologies, staging, and infrastructure needs required constant realignment of programming and design documentation. Woods worked closely with the client team to proactively manage adjustments without causing delays.

The legal survey and subdivision process, spread across multiple stages, also demanded careful planning to ensure seamless transitions from design to construction to handover.

Outcome

To date, over 250 homes have been completed and handed over, with more to come as the superlots are developed. The project has created a well-connected, walkable community with green spaces, safe streets, and a mix of affordable housing options.

Woods’ ability to provide end-to-end support — from early feasibility to final certifications — was a major factor in the project’s success. Our client commended the team’s collaborative mindset, strong programming, and ability to adapt to change while maintaining delivery momentum.
